I am a Research Associate of the Centre for the Study of African Economies, which is part of the Department of Economics at Oxford University. I am also a Managing Editor of Oxford Economic Papers and Chief Editor of the Journal of African Economies.

I was the Deputy Director of the Centre for the Study of African Economies (CSAE) from 1996 until my retirement in 2012. From 2003 to 2007 I was the Oxford Director of the ESRC funded Global Poverty Research Group (GPRG). Before joining the Centre in 1991 I held positions in Tanzania at the Tanzania Investment Bank, in the UK at the National Institute of Economics and Social Research and the School of Oriental and African Studies at the University of London and in Australia at the Bureau of Agricultural Economics and the Australian National University.  I continue to work on a wide range of trade and development policy issues and publish papers on both Africa and applied economic policy.
